One of the landlords in my daughter’s flat wants to fit CCTV

One of the landlords in my daughter’s flat wants to fit CCTV, he has already been told by Police not to film young children on his own CCTV , however he is now wanting to install CCTV in th communal areas.

What devices if any could I use to jam the signal from time to time ?
