I had a question on the network jamming devices

I had a question on the network jamming devices. I have quiet a lot of phone devices working within my home by my family members and unfortunately it’s a constant menace in the home. I wanted to know if you have any jamming device that will allow the phone you want to work and stop the phones you don’t. Or have a timer where no phones are allowed to be used at particular times within the home. This includes jamming a WiFi signal only to the phones and not to a laptop or tv.
